The Vulnerability of the “Open Door”: Managing Intentional Fires in Public Heritage Spaces
While catastrophic fires make the headlines, there is a growing number of smaller, localized intentional fires that threaten our monuments and collections.

A concerning trend has emerged in the protection of Cultural Heritage: a rise in small-scale, opportunistic arson.
Even more telling is the high percentage of incidents categorized as “cause unknown”—a category that often outnumbers other identified fire causes. In many cases, these undetermined fires are likely stealthy acts of vandalism or impromptu arson that went undetected by traditional security measures.
Public accessibility is the soul of cultural heritage, but it also introduces a specific vulnerability: the risk of opportunistic attacks during opening hours.
Unlike planned sabotage, these incidents occur while the site is open to the public, often using simple tools like lighters or matches, and relying on the anonymity of the crowd.
In such scenarios, the difference between a “minor incident” and an “irreversible loss” is measured in seconds.
To protect our shared history, we suggest a streamlined strategy focused on Immediate Intervention. The goal is to close the gap between the start of the fire and the first discharge of an extinguisher.
The Integrated Response Loop:
- Detect: Leveraging existing CCTV infrastructure by adding video analytics. Traditional cameras only record the disaster; analytics transform them into active monitoring tools, triggering alarms the instant a flame or smoke is detected in large or not presided areas.
- Act: Empowering service personnel through targeted training. A well-prepared staff member, from security to cleaning services, is the most effective fire-fighting tool available in the first 60 seconds of an incident.
- Extinguish: Ensuring that the tools for suppression are not just present, but correctly positioned and suitable.
The strength of this approach is its efficiency: it utilizes assets you likely already possess (cameras and extinguishers) and adds a layer of intelligence (analytics) and competence (training). It moves the site from a state of passive vulnerability to one of active readiness.
However, there is a critical detail often overlooked: the chemistry of the extinguisher.
In a museum or a historic church, using the wrong extinguishing agent can lead to chemical degradation of surfaces or permanent staining, sometimes causing more damage than the fire itself.
